Dr (Adj Associate Prof) Arthur Chern

(Appointed on 1 May 2012)
Arthur is a public health physician. He studied medicine at the National University of Singapore and did postgraduate studies at Yale University and Harvard University.

Arthur worked in the Ministry of Health and held senior positions in various areas including medical manpower, health technology assessment, elderly services, professional standards, hospital services, primary care, and health regulation. He was also the Executive Secretary of the Singapore Medical Council and Secretary Specialists Accreditation Board,
and Registrar of the Advance Medical Directives. He is an active fellow of the Academy of Medicine and was Chairman of the Chapter of Public Health and Occupational Physicians.

In 2022, Arthur was awarded The Public Service Medal (COVID- 19) in recognition of his contributions to the nation’s fight against COVID-19.

Dr Loh Yik Hin

(Appointed on 1 January 2008)
Yik Hin is a graduate from the National University of Singapore (NUS) Faculty of Medicine. He has a Masters in Public Health and is an accredited Public Health Specialist.

Yik Hin is also the Director of Health Services for Singapore Anglican Community Services. He was previously with the Ministry of Health (MOH) as a health administrator and the Director of Integrated Health Services Division. He has also worked in various areas such as health regulation, hospital services planning, health services research, quality of care and hospital operations. He is a member of the national Careshield Life Council and chairs the Agency for Integrated Care Medifund Committee.

In 2022, Yik Hin was awarded The Public Service Medal (COVID- 19) in recognition of his contributions to the nation’s fight against COVID-19.

Mr Simon Lim

(Appointed on 1 January 2026)
Simon Lim holds a Master of Social Work and a Bachelor of Science (Business), reflecting a strong foundation in both social services and business leadership.

He previously served as Head of Nursing Homes within a Voluntary Welfare Organisation, overseeing operations across 671 beds. In this role, he supported governance and strategic oversight, with responsibilities in human resources, finance, procurement, fundraising, communications, nursing care, social work, and regulatory performance.

Simon has held senior leadership roles across the healthcare and social service sectors, including Executive Director, with a strong focus on service quality, organisational transformation and integrated care. A Registered Social Worker, he contributes through community outreach and ageing-in-place initiatives, and he remains actively involved in grassroots work.

Dr Daniel Lee

(Appointed CEO, St. Andrew’s Nursing Home on 17 July 2024)
Dr Daniel Lee holds an MBBS and a Graduate Diploma in Family Medicine from the National University of Singapore, as well as a Master of Public Health from Harvard University. He is an accredited Public Health specialist and a Fellow of the Academy of Medicine Singapore.

Prior to joining SAMH, Dr Lee was the Chief Executive Officer of Thomson Medical Singapore. He has held various leadership positions in Thomson Medical and Changi General Hospital, and also served at the Health Regulation Group and Epidemiology & Disease Control Division at the Ministry of Health.

Dr Lee was awarded the Permanent Secretary (Health) Award in 2010 and the COVID-19 Resilience Medal in 2023. He is currently the President of the Fulbright Association (Singapore) and 1st Vice President of the Singapore Medical Association. He sits in the Council of the Advertising Standards Authority of Singapore and the Complaints Panel at the Singapore Medical Council.

Dr Lee is concurrently the Executive Director of St. Andrew’s Nursing Home (Taman Jurong), under Singapore Anglican Community Services.

Mr Ng Kah Heng Kelvin

(Appointed on 1 August 2023 – Buangkok and 1 October 2025 – Aljunied)
Kelvin has 12 years of experience as a General Manager in a private healthcare group, overseeing two nursing homes and setting up 11 active ageing centres.

Kelvin obtained his Chartered Diploma in Marketing from The Chartered Institute of Marketing and graduated from Cardiff Business School, University of Wales with a Master in Business Administration.

Mr Kenneth Jude Tan

(Appointed on 2 January 2024)
Kenneth has worked in the healthcare sector for more than 15 years. At St. Andrew’s Mission Hospital, he has been instrumental in the setup of 6 nursing homes, providing direction and guidance on their operations, facilities management, procurement, financial control and compliance.

His previous experience in the public sector includes serving in Tan Tock Seng Hospital, Institute of Mental Health and the Civil Aviation Authority of Singapore, contributing in the areas of Operations, Administration, Finance, Projects and Clinic Management.

Kenneth holds a Bachelor of Science (Hons) in Management as well as a Diploma in Banking and Financial Services. He is currently a member of the Procurement Committee for the Shared Procurement Programme, the Agency for Integrated Care and ALPS Pte Ltd.

Mr Ken Lo William

(Appointed on 1 January 2025)

Ken is a Chartered Accountant with the Association of Chartered Certified Accountants and holds a Bachelor of Science in Applied Accounting from Oxford Brookes University.

While working as an Audit Manager at Ernst and Young as well as KPMG, he gained experience working with the non-profit sector and was inspired to join St. Andrew’s Nursing Home (Queenstown) as Finance Manager. With the growing number of nursing homes under St. Andrew’s Mission Hospital, Ken was appointed Cluster Finance Manager, overseeing 5 nursing homes, including determining the financial viability for the upcoming nursing homes. On 1 January 2022, he was appointed as Assistant Director, Operations, St. Andrew’s Nursing Home (Queenstown).

Mr Edwin Yim Chee Kwong

(Appointed on 1 January 2023)
Edwin is an experienced social work and psychology professional with senior management experience leading teams and services for children, youth, family and persons with disabilities in various multi-service social service agencies.

Edwin holds a Bachelor of Psychology and three Postgraduate Diplomas in Disability Studies, Social Work and Gerontology. He worked in Faith Community Baptist Church as an ordained Reverend and later held senior positions in AWWA Ltd and TOUCH Community Services. His social sector contributions include Parents’ Guide Workgroup and Early Intervention Sub-Team for Social Service Skills Future Tripartite Taskforce for Early Childhood Developmental Agency. Edwin is a member of the Social Service Office – Family Service Centre Business Integration Sub – Committee (Ministry of Social and Family Development), Steering Committee for Singapore Healthcare Systems and Social-Health Integration with Singapore Association of Social Workers and Steering Committee for Mrs Lee Choon Guan Endowed Research Fund. He once presented at an ASEAN Community-Based Healthcare Forum.

Mr Lim Kien Boon

Kien Boon is an experienced leader in the healthcare and technology sectors. He was a general manager with a European medical equipment supplier before directing his interest towards elder care. Prior to joining St. John’s – St. Margaret’s Nursing Home, he worked in a welfare home that provides intermediate and long-term care to older adults.

Kien Boon graduated from the National University of Singapore with an honour’s degree in Electrical Engineering and subsequently a Master of Business Administration from the University of Hull. He obtained a Master of Gerontology at the Singapore University of Social Sciences in 2023.

Mr Bernard Chew

Bernard brings with him leadership, policy-making, teaching and organisational development experience from his 22 years in public service.

Called to the disability sector since his appointment as Director of Special Education in Ministry of Education in 2017, he had previously been a teacher, Head of Department, Vice-Principal and Principal.

Bernard holds a BA (Hons) from the National University of Singapore, a Post-Graduate Diploma in Education from National Institute of Education and a MEd from Vanderbilt University. Bernard believes that celebrating the human dignity of each person, regardless of ability or disability, is the key to true inclusion, and that true inclusion is founded on unconditional love.

Mr Tan Siew Tiong

Siew Tiong has served the Ministry of Education for 33 years. His teaching career started in Nanyang Primary School as a Physical Education teacher and he has served several other schools before his appointment as a school principal in 2009. He was the principal of 3 Primary Schools, with Concord Primary School being the latest before he joins SAAC. He believes every child can learn, and it takes a whole village to raise a child. He believes in strong home-school partnership and working with the larger educational fraternity, community and businesses to unlock rich resources for students’ development, social inclusion and post-school employment opportunities.

Ms Veronica Ho

Veronica has worked in the Ministry of Education (MOE) for 2 decades. She spent half of that tenure in the professional development of teachers and the provision of leadership in curriculum and instruction. She believes deeply in people investment – in bringing out the best ability of people for the future. Hence, she believes learning experiences should connect learners with new ideas while building on their existing knowledge, skills and values and constantly extending and challenging their current ways of thinking and acting. She also believes that learning is about building connections, between teachers and learners and between learners themselves. Veronica strives to live an intentional life that benefits individuals especially the marginalized in the society. She seeks to be a positive influence through serving others with the experiences she has acquired in the education field. Veronica holds a Masters of Education (Curriculum & Teaching).
